Recording conversations or listening in to telephone conversations using wiretap is strictly controlled by laws. Understanding how these laws work protects everyone’s privacy and can help prevent needless lawsuits.
Telephone bugging, telephone surveillance, wiretapping: these are just a few names for what is essentially the same thing — listening into someone else’s conversation or recording it for later use. While there are many instances of people whose telephones are illegally tapped, placing a bug on a phone must be authorized by a search warrant or court order. While there are plenty of legitimate reasons to want to listen to someone’s telephone conversation, knowing what the laws are surrounding private conversations is important for anyone who wants to avoid messy lawsuit.
According to the Administrative Office of the United States Courts, 1,773 wiretap orders were issued by courts in 2005 alone. Obviously, it is much harder to get accurate statistics on illegal telephone surveillance, although it does occur.

Background Investigations - Laughlin Air Force Base, Texas
The contractor shall furnish all labor, supervision, and transportation necessary to perform Background Investigation Clerk services. This individual will perform background investigation checks utilizing the Texas Law Enforcement Terminal System (TLETS) and National Criminal Information Check (NCIC) databases. These queries will be performed on all potential civilian and DoD contractor/subcontractor/employee personnel performing a service at Laughlin Air Force Base, Texas. The contract will be for a basic period of three and one half months (15 Jun 07 ? 30 Sep 08) with one option period (1 Oct 07 ? 30 Sep 08). The North American Industry Classification System (NAICS) Code is 561110. The size standard is $6.5M. The solicitation will be posted in FedBizOps (http://www.eps.gov) electronically, on or about 24 May 07. Hard copies will be made available at the Contracting office upon issuance of the solicitation, or may be downloaded from the internet. William Winn worked for nine years in state prisons, and then more than 23 years as a probation officer in Lowell District Court before becoming one of the region’s biggest private investigators. Winn, though based in Methuen, still does a lot of his work out of Lowell District Court, where he has investigated prominent cases and murders for local attorneys.
Q: What does a private investigator do?
A: Eighty to ninety percent of the work I do is criminal. I work mostly for attorneys. You try to find exculpatory evidence, and read the police reports, talk to witnesses, interview them. The defense attorney calls me, and I go out. You try to get people to talk to you, witnesses, victims, and sometimes they’ll talk to you and sometimes a witness will tell police they saw something, and you realize that it’s impossible.

Truman Medical Center has hired private investigators to smoke out a whistleblower.
KMBC’s Micheal Mahoney reported that the leaders of the Jackson County Health Department and Truman Medical Center did not like the story KMBC broadcast in January about the shape of the county Health Department’s medical records room. Pictures given to KMBC showed numerous splotches on the walls in a records room.
But instead of just fixing the problem, officials set out to find out who blew the whistle, Mahoney reported.
